This skill designs a recurring monthly recognition mechanism and organizes supplied nominations for authorized review. It produces an Employee of the Month Program and Nomination Review from supplied evidence without inventing missing detail.

A monthly recognition program becomes a popularity contest when criteria, evidence, eligibility, recusals, and review authority are vague. The mechanism must make visible work and less visible contributions equally reviewable.
